What are the hours that the ticket window at the IG is open to pick up annual passes?

I am pretty sure that since it is a valid ticket window, it is open at least during Epcot hours. They keep a guest relations window there too.

Someone should be at the windows about 30-45 minutes before Epcot admits guests, and the windows should remain open for awhile after the park closes.

When we went to get AP's at guest relations at MK it was early open for the park and they weren't open yet. Don't know if this is the norm, but we weren't very happy!
