In need of help from the crafters/disboutiquers!

Hello ladies~

The Halloween costume magazines are coming in the mail every day now and it has got me thinking about our costumes. I would like to dress up as Little Bo Peep and have my 1 1/2 year old DS dress up as a little sheep. I found a costume for him. Here it is:

Now here's where I need your help! ALL of the bo peep costumes are trashy, playboy style costumes, which is NOT what I am looking for! Could you imagine me walking the streets with my children in one of those things???!!! Chasing after my little sheep...lol.
So I am trying to put together and outfit to wear. I will take any and all suggestions. So far I have come up with:

shepherds hook

white gloves

bonnet

petticoat/pantaloons

and that's it folks....what would I wear on top? Maybe an apron with a peter pan collared shirt underneath? Please Help!

BTW, I am a small woman and can often fit into girls clothing size 16, if that helps anyone with their suggestions.
