It is not a restaurant - it's a bar/lounge only.
And it is open now - but it is restricted to Disney Vacation Club members staying at Bay Lake Tower.

Evidently it is open now but only to Bay Lake Towers guests. Guess I won't be going....

That is an awesome perk for them! I am amazed at Disney's restraint in not making it into a restraunt.

There are no restaurants in Bay Lake Tower. Guests there are expected to use the restaurants in the Contemporary.
