Is there anywhere on the top floor other than the restaurant where we can go to view the show??

Not on the top floor, no - but there's an observation deck open to the public on the 4th floor.

...and they do pipe the music through out on that observation deck. The area itself is not that large, however, and there is a stairway obscuring part of it. You might need to stake out an area there a little early if you plan to watch from there.

The 4th floor observation deck is a great location to watch Wishes from, so have a great time doing that.
