I could have sworn I remember one park having smaller puppets than those in the other park (WDW vs DL). Is it perhaps that the dolls used in the NYC World's Fair were different and that's what I'm thinking of?

You are closer to the dolls in DL and they may appear larger than actual size.
 They are not dolls anyway, but creepy little zombies, be very careful, sometimes they breakfree from their restraints. (spoiler alert: they eat brains, the only way to kill them is to completely destroy their brains, then burn them)
