You most certainly are welcome to ask if a room with a balcony is available. No one is going to be bothered by that at all..just ask nicely.

As far as knowing your room number ahead of time? Again, I say....you don't have a specific room until you get a text or call giving you the room number. You might have one that they plan on giving you when you checked in. But many things can happen between then and the time a room is ready for you. No reason to call anyone to find out a room number...chances are good that it won't be the same room you actually get down the road!
