They don't come out until the party starts. The PP was talking about when you can first get in line (when they create the queue area with the stanchions I believe).

Not nearly as bad as it seemed, we were actually comfortable. We had intended on taking the heads off partway through, but with the constant interaction we had all night, we kept them on until the bus line at midnight.
