Depends what you're booking...
There is a package discount allowing adults to pay children prices for dining and tickets. There is also a room discount. Where you're staying and what you're booking will depend on which one works out best for you. |

Just trying to find him the best deal to increase his chances of coming as he has never been to Disney before and is dying to go. |

Pop is a value, so one of the least expensive. A standard at Pop is only a few dollars more than a standard at an All Star. You could price out a room discount with it if that's all he needs.

No. Broad offers for August usually come out a few months ahead of time.
Here is a website that shows when offers and what have come out over the past few years, just to get an idea :D http://www.mousesavers.com/historica...ts/#codetrends |

The only deals out now for August are pin codes for up to 35% off rooms for most nights 8/11- 9/28.

You can't get them unless Disney sends them to you. People have had luck by saving vacations on the Disney website and ordering the planning dvd but it's completely random who gets them. Make sure to check your spam for anything from Disney Destinations.
