I think if you first strike up a conversation w/ the parents, you know the usual waiting in line or waiting on the sidewalk for a parade type of chit-chat, then it wouldn't be weird at all to hand them a little trinket for their kids. As a parent, if you just walked up to my kid and offered him/her something, I'd be taken a back and perhaps a bit suspicious. But if we were chatting and you asked "Hey, I have trinkets I brought for kids, can I give you one for your son/daughter?" I would be totally ok w/ that!
Agreed! I would be leery of someone handing me anything just in passing, but if I had some kind of interaction with a person, even brief, I would probably be OK with accepting something. There are lots of opportunities to strike up a short conversation in line!
