Is it possible for non Dvc members to book a two one or two bedroom suite at BWV or BCV?

Yes, either through CRO or renting from a member. It's considered a villa, not a suite.

No. There are no suites at BWV or BCV. They are all villas. Suites are a totally different booking category. They are usually found at deluxe resorts and a few of the moderate resorts, but they are not DVC villas. Plus AoA and the All Stars have family suites.

But you can book DVC villas for cash if they are available through Disney Reservation Center (DRC) which used to be called the Central Reservations Office (CRO). Or a member can book them for cash through Member Services if they are available.

You will get it much cheaper by renting from an owner, but make sure you do your research beforehand because it can be a bit of a hassle and disappointing if you aren't aware of the ins-and-outs beforehand. If you are willing to jump through a few hoops to rent, you will get awesome accommodations for a great price.

Central Reservations Office, also known as Disney Reservation Center. Either go online or call them at (407) 939-1936.
