Last January we used a parking lot that was kind of small with gravel. You could exit the parking lot walking and cross the main street right to the cruise port. We booked onlline ahead of time. Can't remember or find the name! Anybody know what I'm talking about?

Galveston Park 'n Cruise is right across the street, so maybe that's the one you're thinking of?
