Why is Arkansas not pronounced like Kansas? I know one begins with Ark- but...

I do believe it has to do with the translation/pronunciation made from two different Native groups into French!

Actually in Kansas Arkansas (River) is pronounced Ar-Kansas. However, the state is pronounced Ark-an-saw--not sure why the difference.

I spent a night in Arkansas City, KS once. Friend who lives in the area told me I was pronouncing it wrong when I called it Arkansaw City

don't know about the enunciation, but it is the only (US) state name that encapsulates the full name of another state.

The different pronunciations are by Act of Congress. I know I have seen detailed information on this, but I cannot provide a citation.

Just like here, Chicago's own people pronounce it starting with "SH" while many New Yorkers used to pronounce it with "CH"...

Well, my almost 12-year-old DD pronounces it: Ar-kan-Sauce. She has known for a few years now that this is wrong, but she "just likes to say it that way," and it always makes me smile.
