Is there cell phone service when at sea or in port? Our ports are Cozumel and Castaway Cay.

There is cell phone service onboard. It goes through Cellar at Sea. It costs $2.49 a minute on top of any charges your carrier imposes. I don't think there's any at CC. Cozumel would be international roaming, check with your provider to see if you will have any coverage.

Castaway has the same cellular at sea as the ship.

Many ports have internet cafes, some of which rent international cell phones )In St. Croix, it was $3 for 30 minutes). As above, you'll pay international roaming charges if that isn't part of your plan.

No. The ONLY charge for using Cellular At Sea for voice calls is the $2.49/minute charge, and it's billed by your regular carrier on your regular bill, not by the ship. That price is for either inbound or outbound calls, and includes long distance charges from the US for inbound calls or outbound long distance to any country for outbound calls.

There is. There is a Bahamas Telco cell site on Castaway Cay. It's billed at whatever rate your cellular provider charges for roaming to the Bahamas (same as Nassau), which is generally less than $2.49/minute.

The Cellular At Sea option is turned on whenever the ship is about 3-6 miles or further from land. So, you use whatever country's service you're in when you're in port or close to port, and the ship's service when at sea. There are some cases where the ship is far enough at sea to have Cellular At Sea turned on, but where you are close enough to land such that you can also pick up the signal from land.
