Just means they won't seat anyone else after 10pm. You'll be fine as long as you don't mind eating that late.

Bippity Boppity Boutique 11/13 at 10:40am for 2 kids

Since there hasn't been a response for you, I would guess that the location says Central NJ, so if the profile is accurate that would be Eastern. It's 1:53 pm here right now.
