My son and daughter-in-law were married in September 2010 onboard the Wonder. They met the wedding coordinator and had the civil ceremony at either 1:30 or 2, onboard the ship. The civil ceremony took place in front of the Walt Disney Theater. From what I have read on the wedding board, the place and time have not changed much since then.
