I want to start by saying that nothing beats the magic of Disney...but we also love Universal.
Another reason for US/IOA last....you don't expend as much energy going to and from the parks or to eat, etc. It is pretty much one stop shopping. Which is convenient since your energy levels are usually lower toward the end of your trip!
I think your boys will LOVE Hard Rock, and FOTL access is an awesome perk. It's been a while so someone correct me if I'm wrong, but I think that staying onsite also has a perk of quicker seating at the CityWalk restaurants? Anyway, it is easy to maximize your time. Have a wonderful vacation!!!

I agree with the posters who recommend Disney first, followed by Universal if you are staying on-site at Universal. Front of the line access is terrific.

Your kids will love the Hard Rock. Its my kids favorite resort and they love the pool there!
