If it's something that's very hard to get a FP+ for, locals always have the option of booking 1 night at the least expensive WDW hotel and then have 2 days to be able to take advantage of EMH & FP+ early booking. I know that's what a lot of people have done for GE. That's still a lot less...
I think the flip side of that is that locals get heavily discounted park tickets and usually have more flexibility as to when to go - meaning they can likely plan visits at more non-peak times...
Marriott has two great time share resorts in Park City, Utah. We stayed at one last summer. Perfect for winter sports and Park City has done a great job coming up with activities to keep people busy when there's no snow (hiking, biking, zip lining, shopping, horses, etc).
