These posts seem to talk about Hawaii to San Diego. What about the 2 Hawaii cruises b2b. That would essentially be a closed loop cruise with a foreign port, correct?

Is Ensenada "distant"? :confused3 Last year Hawaii round trip the foreign port was Ensenada. Not making sense to me, but then many laws don't.

I really doubt this.
