You can make ADRs regardless if you are staying on or off property and even if you only paid your deposit. You do not have to pay your trip in full to book ADRs. However it is NOT 190 days out. Once you hit your 180 days from check in you can start making ADRs and then up to 10 days...

Yes you can call and upgrade whenever. I did it last year without a problem. Once you have booked the resort offer you're good.

Just go to the cart the dining plan is there it just won't let you upgrade.

It seems to be working okay for some resorts but not for others. So far not working for Pop, CBR but I can look up rooms and get the FD for CSR or WL and I've tried different dates for all.
