If you do not attach the disney luggage ticket they will not know to claim it. Just use the standard boarding pass from your airline. It will then go straight to the queue and out to the claim area.

Check with your airline. The bag charges start there and are assed on to Bags Inc (they run the bag portion of DME) You pay Bags Inc whatever your airline charges them.

I've never had that happen after posting the original payment. The things I could see happening is (as you said) the carry on policy changing or the charges regarding checked luggage.
