There is no way to know if it is going to be offered at all this year, but history says that it would probably not be available over Thanksgiving. That is a busier time for the park so I am guessing they have an easier time filling rooms and don't need as many discounts.

There is no surefire way to get them. Some people will get them a lot after a recent trip to get them to come back. I have heard it helps to sign up to receive the DVD and park info, although I say that it didn't work for me. It does for others.

They start 1 hour before the park opens. So if Magic Kingdom opens at 7 then buses start at 6. I believe it is an extra half hour early if there are EMH in the morning, but someone may have to correct me on that one.
