I think, once you look at the real cost (taxes, port fees, sodas, kid's care) your DH may find the cost difference to be so small that he might as well book DCL. AND if you can snag a GTY rate, it will possibly be cheaper than other lines.

I would call them every day for sure.. and if/when you do not get answers that satisfy you, ask to speak to a supervisor. Also, maybe you can call FL vital statistics and ask them what the process would be for an expedited certified copy to be sent to you from them directly.
