Toontown used to open one hour after regular park opening every day. Now that Toontown has reopened, is it back to its old schedule or does it now open when the park opens?

I haven't had any luck heading to Peter Pan first thing in the morning. I always end up with at least a 20-30 minute wait. Even when I walk fast. I'd rather spend that 20-30 minutes riding 4 other walk-on rides, personally.

Is there still no where outside of the park to redeem the voucher? If not, when do you guys exchange your vouchers? I don't want to waste the early park hours, when lines are short, waiting in line to redeem a voucher. But I don't want to miss out on pictures in those early hours either :/
