For anyone wondering about AP discounts for Feb, they must be available now- the 1st time I called on Monday I was given an AP price for Feb 5-13, I hung up to compare it with rack rate and SPD options, went with SPD, but was asked if I had AP the 2nd time I called, too.

I know that if you're buying military tickets and staying on site, you can still purchase the dining plan at rack rate, which is what we're doing, but i don't know about staying off site. I would think not because the dining plan is based on the # of nights you stay at a Disney resort, not days...
