    Another Canadian here, Ontario. I also agree that homeowners associations, other than condo boards, are virtually non-existent. Neighbourhood associations have no control over anything on your private property and you pay no dues to them unless they have a community pool or something like that.

    Thank goodness my kids, nor any I've been around for any length of time did that stuff. It's not age appropriate if they realize it's unacceptable behavior. While they are in your care, you enforce your rules. Even young kids can learn what may acceptable one place, may not be elsewhere.

    My son plays travel ball (we call it rep here). He's signed by our city so he wouldn't be able to play elsewhere unless they release him. I'm not sure I would necessarily have told the coach until I knew he was on the other team and then hoped for the release.
