Can I roll on a small suitcase on wheels instead of a carry on bag over my shoulder? Would a small suitcase on wheels be too large? Is there a limit to size of a carry-on?

I would like to take a pair of scissors with me on board the ship for several reasons. (to trip magnets on door if they needed to be trimmed to fit, to cut off childs bracelet if needed at the end of the day, etc) Will I be allowed to take them on?
