Yes, Absolutely! I will be renting a place starting next year near DC before buying. If I don't like living in the area I'll be moving on to another city. I am self-employed so that takes care of the Job requirement.

250k around here would get you a nice home in a good area with not so much diversity of any sort. My current home was chosen because I did want to spend all my income on a mortgage payment so a cheap home in a diverse area was what I got.

If he plans on just staying at Disney and buys at his favorite resort I would buy resale. They could stop you from using the points at other Disney resorts but they can't take your home resort.
