When my DD5 did it last year in Cabo, they let both me and my wife into the observation area without issue or additional charge. After we finished, we walked a bit down the marina and had lunch. It was a very relaxing excursion overall.

You only tender in Cabo, but yes, the tender takes you to the dock right by the marina. It is easy to get transport to the various beaches from there or a very short walk into town.
