Yup, definitely. So you'd have to enter through one security area, and exit through another to get from one side to the other.

There's a lot of construction going on at the moment, especially at DCA. The entire entrance is being revamped, a theater is being built across from the entrance, and they're building Cars Land. In DL, the Emporium is going through some exterior remodeling.

My wife and I go all the time for four-day stretches, and $500 pays for our hotel, gas, and food (we have APs, so we don't pay for entry). For me, I would have difficulty justifying $500 for a single day in the park.
As others have mentioned, there's no difference in viewing between the two restaurants, since the tickets that you get for preferred viewing are for the same area. We've done both Ariel's Grotto and Wine Country Trattoria's Prix Fixe menu. Ariel's Grotto is a few dollars per person less...
You're right that Monday is not an early entrance day. I believe the parking garage opens at 7am, though someone else may correct me on that (I'm not an early morning person :)).
