If you want to do a package you should wait. A package will require you to buy a minimum of a one day ticket for each person on the reservation. If you are staying offsite or know for sure that you do not want the dining plan, then go ahead and buy the tickets now.

Yes, you can leave and go back to the same park. The hopper is only if you want to go to two DIFFERENT parks on the same day.
