If you ever find yourself with a nasty taste in your mouth, Beverly is GREAT for clearing that up. I believe that is more or less what it is intended for - to clean the palate between courses, not as an actual "drink by the bottle" soft drink.
Disney is fun to evacuate to - certainly more so than being stuck at home without power. Depending on how large the storm is, it's still very windy and rainy, so the parks are usually very empty. Most attractions still operate.
Sadly, most of the recent 'canes have aimed right for Orlando...
Late August used to be pretty dead, but crowds have increased during the past few years. I'd expect the parks to be moderate to busy though not nearly as bad as during midsummer, spring break or late December.
It may just be an oversight, or the rehab dates aren't set in stone yet - they may be waiting for confirmation from a supplier or somesuch. My suggestion: be prepared for the worst, and hope for the best :)
Although I have not been there myself, you might consider a day at Islands of Adventure...
They won't kick you out, at least not if you are reasonable (they'll probably start looking at you funny if you start another loop around th World Showcase two hours past closing). Most stores close at the official closing time; the ones near the exits tend to stay open a little later.
Splash isn't really bad - you'll get a bit wet, but not soaked. Wearing a poncho will keep you nice and dry.
As for Kali, I rarely ride it, but when I do, it's usually the last stop of the day. That way, dry clothes in the hotel room are just a quick car ride away.
I'd plan your day yourself. Each child is different, and you know their needs, likes and dislikes a lot better than some stranger on the internet. Draft a plan and post it; people will then be very happy to help you fine-tune it.

There are water fountains all over the place, but I haven't noticed any significant temperature difference between them. Your best bet is to find one in the shade.
Monsters Inc Laugh Floor, The Seas w/ Nemo & Friends and Finding Nemo-The Musical come to mind. Pirates of the Caribbean has had a little makeover, with updated effects and new Animatronics. The Haunted Mansion will re-open soon following a similar rehab.
El Rio grew on me over time. I didn't like it at first and really came to enjoy it. I am also not a huge fan of using Three Horny Birds to headline the new attraction. Still, I will go on it when it opens for three reasons:

And I've lived in FL for like six years now and missed it each time. We wanted to go on the day when they first scrubbed the launch and got stuck in Orlando traffic - not that we missed anything that day.
They are a fair Beatles cover band hampered by bad sound equipment. I liked them a lot better when they played non-Beatles songs as well and had a couple of different musicians that really engaged the audience, but they are still a lot of fun. Definitely worth seeing.
