I have only done this at Magic Kingdom for Crystal Palace. That being said we were always allowed in more than 15 min prior. More like 1/2 hour early. We take a liesurely stroll up Main St, stop for pics in front of the castle and walk over for breakfast. 15 min would be a little rushed.
