Yes, that's the norm. The values just have a combo shampoo-conditioner. The mods have separate shampoo and conditioner. (Maybe a lotion too? I can't remember now.) The deluxes are also separate shampoo & conditioner (different kind than the mods), and also a lotion and a body wash.
