It is typically limited by the type of yeast, and the health of said yeast and of course how much consumables (sugar) you supply. 10% is not too hard to achieve, but most home-brews I would guess most home-brews fall into 5-7 range, beer is not listed as proof.

I have had a cask beer there in the past, but the cask is usually not pouring, it is on the back bar and was never offered, i had to ask.
