Carnegie Plaza (the DLRCP Apartment building) is really great. The apartments are only a few years old, hardly used and well maintained. The downside is they cram 5 people into the 2 bedroom apartments and 3 people into the 1 bedroom ones sometimes.

I did the DLR CP and I graduated in August and I absolutely loved it. I had originally applied to WDW and didn't get accepted but I did get accepted to DLR. So, I don't know about it being tougher to get into... A lot of people who were accepted were rather strange and some of them...
