Mine was broken and they opened a ticket but they never fixed it. It wasn't too important to me, but if it is to you I recommend staying on top of them.
I haven't been able to order one for my trip, the agent directed me to call another number to help resolve it. Seems a bit crazy, I'm not going to beg them to buy something. I'm surprised it's still this buggy!

Yeah the selection is like half of what it used to be. The stations repeat.
I noticed some on the MDR too- for bfast they used to walk around with a plate of pastries, you had to ask now.
The only thing I'll add as a "pro" to late dining is that typically we snack in ports and eat lunch when we get back on the ship, which on those shorter port days would prob be around 2 or so. It would be difficult for me to turn around and eat a full dinner at first seating. Food will be more...
If you think it was the quality, there's a chance the food could be different on the east coast routes due to different suppliers.
If it was more the prep or choices, probably standard across the board.
It sounds like you can't/shouldn't upload a 90 day letter ahead of time, which is kind of a bummer- you won't know until the port if it's enough to be accepted.
