LightningMcStrike, the difference between Boardwalk and the other resorts is that Boardwalk is advertised as a place to go even if you're not staying there. I'm not sure that Boardwalk is meant to be exclusive. Seems like a grey area to me.

To answer the first part of your question, yes, bell services will move all of your bags from one resort to another. Call from your room at POP so you don't have to lug everything to the front desk by yourself.
