It depends on the popularity of each cruise. Sometimes the price barely budges for months, or they offer the *GT rates, or KSF or FL Res rates (clearance sales.) Other cruises, like specialty cruises, the rates can go up daily, even hourly. If you're planning a holiday cruise or any cruise when the kids are out of school, I would book asap. If the rates are cheaper with the onboard discount you can cancel your original booking and rebook when you're on the ship.

Actually, usually with a combination of both. When you are onboard book a "dummy date" in the future that you plan to move on opening day. The discount and OBC will transfer with the reservation.

For a new booking, that would depend on how popular the cruise is and how fast it fills up.
