Are drink refills free with QS lunch and TS dinner?

We have the regular dining plan and I'm wondering if drink refills are free with lunch and dinner (soda/lemonade, etc.)?

Was thinking it might be a good idea to ask for a refill 'to go' so we aren't paying twice for drinks, but not sure they allow that.
 
Refills are free at table service restaurants. Quick service restaurants at the resorts will allow you to refill 3 times, but you'll have unlimited resort mugs, so that may be irrelevant. Most (practically all) quick service at the parks will be a single serving drink. The one exception I know of is Be Our Guest, where refills are unlimited.

You can sometimes go up to the counter and inquire about a refill. Just depends on how busy it is.

There is at least 1 QS in every park where refills are free with out having to ask. DHS is the quick service by Star Tours, MK is Be Our Guest, Animal Kingdom is the quick service by Dinosaur, and then Epcot I think is Electric Umbrella. All of these locations have the soda machines out where guests can get to them.

Please correct me if I'm wrong, but these are places I was told that has free refills for CS:

Epcot: Electric umbrella and Sunshine Seasons (and of course CLUB COOL - free coke samples from around the world)
AK: Restaurantosaurus (spelling?)
HS: Backlot Express
MK: Be Our Guest
Disney Springs: Wolfgang Puck Express
 
Regarding Disney Springs, WPE had free refills and so did Earl of Sandwich. Those were the only QS places we've ever eaten there, so I'm not sure about the others.

I forgot Sunshine Seasons! That one I always forget about because you have to go back through the check out area or all the way around to get your refills so I don't usually go get one.
 
When we were at Sunshine Seasons two weeks ago we were told that we could get one free refill and we needed to have our receipt with us "just in case". We got our refill and wasn't ask by anyone to see the receipt. Previously we have always had unlimited refills, but it is different than the other options, in that the drink stations are behind the checkouts. In the other restaurants mentioned the drink stations are in the seating area.
 
Also remember that you can get a large drink at QS with the dining plan. Generally I found that 32oz serving was plenty.

At table service the waiter often brought refills over before I had finished half of the previous glass!
 
And you can get free ice water at QS meal locations...if you don't like the flavor you can bring the drops to alter the taste.
 
Also I haven't had DDP in a few years but I remember at TS we could get another drink instead of dessert. So I would get a bottle of water to go and a huge iced tea. You can also look into that as there may be only so much soda you can drink at one sitting.

Dang, how much liquid to you all need? :) ;) Even one refill is more than enough for me.

Gotta stay hydrated though, but the water is always free at QS locations if that's all you are after.

The current dining plan brochure states that some TS restaurants might let you substitute for dessert. However, whether a restaurant will allow a substitution and what is offered is the restaurant's choice. Typically it has been a small side salad or a cup of soup or a veggie side dish. If a restaurant will let you get a bottle of water instead, most likely it will be at a Disney owned place. The third party restaurants will probably not allow a bottle of water since they're reimbursed according to the rules of the dining plan.
 
If you eat at resort QS, (which I usually find to be better than park QS,) you can use your refillable mugs, and get a bottled drink to save for later in the parks. That works out really well for us.
