How do they gain official recognition?

Is one hotel more preferred over another?

Do any have more than one bathroom, kitchen ,laundry suite style facilities?

Do the shuttle's run regularly?
Is there an additional pp charge?

If this trip happens-
We won't have a car
Need to be as budget conscious as possible
Without compromising on safety or location...

Just to clarify, are you talking about the properties near Disney Springs on Hotel Plaza Blvd.? Those would be the:

Hilton
Holiday Inn
B Resort
Double Tree Guest Suites
Best Western
Wyndham LBV
Buena Vista Palace (soon to be branded Hilton)

All of these properties have free shuttle service to and from all Disney parks and Disney Springs, typically every 20-230 minutes. Some have parking fees and resort fees. Some have either/or are both.

All properties have laundry facilities though I am not 100% sure if any have in room laundry.

This is also a safe area as it is "technically" on Disney Property with all within walking distance to Disney Springs.

Check out Mouse Savers website as they are always running specials at many of these properties and you can check out www.disneyspringshotels.com for info on all the hotels.

Keep in mind that Magical Express does not service the Disney Springs area hotels. So you would need to pay for a shuttle or cab to get you there. Also, they do not have access to Extra Magic Hours, nor any of the on site perks.

How do they gain official recognition? Not sure what "recognition" you are talking about but to be clear you will see hotels listed as "Walt Disney World Good Neighbor Hotels" but that does not mean they are on property or have any perks, simply that they meet some standards. http://www.wdwgoodneighborhotels.com/ @DrivenByDisney gave you the information on the hotels that are non-Disney but on Disney property by Disney Springs. There is also the Swan & Dolphin and Four Seasons but they don't sound like they are in your budget.

Is one hotel more preferred over another? Personal preference.

Do any have more than one bathroom, kitchen ,laundry suite style facilities? If you mean in room laundry, no. Full kitchen, no. Doubletree Suites has kitchenette with dining table/chairs in the living room. You can look at Wyndham Bonnet Creek Resort condos that come with full kitchens and laundry, great amenities and location. They have a shuttle but you have to pay, you'd be better off with a car there. We love staying there and find it a great option to save money with the kitchen.

Do the shuttle's run regularly? Disney Springs Hotels have a decent shuttle system.
Is there an additional pp charge? Shuttle included at those hotels.

If this trip happens-
We won't have a car As stated by PP you will have to pay to get to hotel from airport and back.

Don't know your size group, but a Disney Value can be workable on a budget.
Without compromising on safety or location.. There are lots of safe reasonable hotels that are off property. BUT I would only stay if renting a car.

I agree with HopperFan--There is no way I would stay off site without a car. And depending on how many are in your party, staying at a value resort is probably going to be cheaper than anything you can find off site, once you add in paying for transportation to and from that hotel.

Official Disney Springs hotels are generally going to be the hotels on Hotel Plaza Blvd. They offer a shuttle to the parks (Mears) and are really on Disney property. I have stayed at many of them over the years. Hilton is across the street from DS, it is a pretty easy walk. They do charge a resort fee and parking fee. I really like the Doubletree Suites, they are roomy and have a kitchenette. Really nice hotel. You might want to check out Mousesavers.com they just offered their subscribers an $89 rate.
If you want more of an apartment set up. I would recommend three hotels that are close but not DS hotels. Wyndham BC, Wilderness Cabins at FW or Vistana.

Thanks for the replies.

There would be 3 adults in the group.
Me, dd & ds.

Sharing beds & only one bathroom are my primary concerns if we were in an 'ordinary' style hotel room.
Laundry can obviously be accommodated at a value resort.

WBC is a great resort -however I think it would be better with a car.

If you are looking for something with 2 bathrooms, it is going to cost as much as 2 value rooms would. Two bathroom suites don't come cheap, even off property. And then you have the added cost of getting to that resort to begin with, and if you use their shuttle you are limited in when you can go to and from the parks.

I think a bathroom rota would be preferable in this case then.

I can typically book a 2 bed 2 bath condo at Windsor Hills for $450-$550 for the week all-in for the dates that I go (not peak times or holidays.) That, plus renting a car (usually well under $200 if you just need a standard sedan type car) and paying for parking fees is about the cheapest way we can go and get all the extra space that we like having. The condos also have a full kitchen and in-unit laundry. I've booked through Vacation Central Florida a few times, but you can also get offers directly from other owners by submitting an inquiry on the Windsor Hills website. Windsor Hills is a few miles south of Animal Kingdom.

Thanks for this-yes; indeed they were the resort's I was referring to.

What a splendid suggestion!

We could nominate it as ds outdoor bathroom.

Yup, that often works well. I know our first family cruise in one cabin, we sent DH and DS to the fitness center locker room (luckily at our end of ship and up one deck) to do showers and getting dressed. They said their private space was bigger and nicer than our cabin anyway.
