If I book thru them, do I still get charging privileges on my magic band?

To put it more simply: the only thing you can't get with an online travel agency is a Disney Magic Your Way Package, which is the only way to get the dining plan. So if you love the dining plan you have to book with a full-service travel agency or with Disney directly. No matter how you book a room, though, you get everything that comes with staying in a Disney resort, including EMH, Magical Express, 60-day FP+, 180+10 dining reservations and free magic bands. And you can charge things to your room with your magic bands.

Anyone can purchase memory maker, whether they're staying in a Disney hotel or not. You don't even need a MagicBand. You can tie your pictures to your MDE account using a ticket that you've registered with your account, or you can use a Photopass card (they'll give you one free anywhere in the park) and add those photos to your account later on.
