Feb 3 to 7 is the same week as the high school cheerleading competition. I agree that later would be better.

I like both of those time frames, might be a little milder weather by the end of Feb--maybe check some historical weather data?

Both are good times (below average crowds). Here are predictions on crowd levels from the free site easywdw.com

This shows average weather highs and lows too. The first week has average highs in the 70s while the later has average highs around 72, so not a huge difference either, but maybe a little warmer that later week. Precipitation percentages are lower for that earlier week, but even the author says not to read to much into those.

I'd really and truly call it a wash in terms of crowds, weather, etc. I don't think it would make all that much of a difference which you picked. If there was nothing else driving me to one week or the other, I guess I'd go for the latter with 2 degrees warmer temperatures on average.

2/3-2/7 is going to be cheaper on-site.

While the earlier dates are cheaper onsite, I agree with later for the possibility of better weather. Now, in full disclosure, my trip in early February resulted in me being extremely cold and my late February trip three years later being very comfortable has clouded my judgement.

I'd probably let price decide. I don't think there's much difference weather-wise between early and late Feb, but the fact that we froze on one early March trip and had one very chilly night on another probably clouds my judgment on that count. Winter weather, from mid-Dec to mid-March, is basically a matter of luck in my experience - we've had perfect weather in January and almost too-warm days (high 80s) in December and we've woken up to frost and skipped the fireworks because of the cold in March (two different trips).

I do know that choice 2 is when most NH schools are on vacation.

I'd let price decide if I were in your situation. The crowds and weather will be pretty much the same. Either week could have a cold front go through but you aren't going to see much of a difference between the two on average.

Well the end of February is a higher price for the most part, but I do think it is worth it.
