What's this Top of The World Lounge Contemporary - Bay Lake Tower?

We're meeting friends that are DVC members at Bay Lake Tower. They invited us to view the fireworks with "free" snacks. I looked at All Ears and they show that you pay for the snacks. I just want to prepared when going.
 
Snacks are not free-maybe they meant free as in their treat?
My husband and I were just there last week-had a couple drinks and some appetizers-bill was like $75
Definitely is not cheap but great view and very relaxed if you go earlier in the evening
Also not sure if this is actually enforced but technically TOTWL is only supposed to be avail to DVC members current staying at a disney resort and guests who are also on their reservation (which I assume you are not since you said you were going to meet them)

They will be staying there and our reservations will be linked together (for Memory Maker). We are staying on site but at different resort.

Like I said I have no idea if they actually enforce the policy but here it is copied from DVC website
"This perk is available exclusively to Members and those in their traveling party who are staying on that Member's reservation. At least one Member in the traveling party must accompany the group and present his or her current Magic Band or Key to the World card with a Disney Vacation Club Membership notation in order to gain admission to the lounge and observation deck. If the Member's Magic Band or Key to the World card doesn't display a Membership notation, a Disney Vacation Club Membership Card is required in addition to the Key to the World card to verify Membership."
So if they don't add you to their reservation it is possible that you may not be allowed to join them-I don't know how strict they are (may also depend on how busy/slow the lounge is)
Unless they are staying on the 16th floor they cannot reach the lounge without visiting the DVC desk in the lobby-after their credentials are checked a cast member walks the member and their party to the elevator and uses a special card to allow access to the 16th floor
 


Is it restricted to members staying specifically at BLT? Or members staying at any DVC property?
No I guess when it first opened it was specifically BLT but wasn't busy enough so they opened it up to all members when staying on property-here's the full description from DVC member website

Top of the World Lounge Access
Top of the World Lounge is located at Bay Lake Tower at Disney's Contemporary Resort. Disney Vacation Club Members staying at any Disney-owned-and-operated hotel at Walt Disney World Resort (whether they booked with vacation points or cash) may enjoy access to one of the vacation kingdom's most exclusive spaces: Top of the World Lounge atop Bay Lake Tower at Disney's Contemporary Resort through December 29, 2015 (blockout dates apply. Including but not limited to 12/30/14, 12/31/14, 7/3/15, and 7/4/15). Current operating hours are 6 p.m. to midnight.

This perk is available exclusively to Members and those in their traveling party who are staying on that Member's reservation. At least one Member in the traveling party must accompany the group and present his or her current Magic Band or Key to the World card with a Disney Vacation Club Membership notation in order to gain admission to the lounge and observation deck. If the Member's Magic Band or Key to the World card doesn't display a Membership notation, a Disney Vacation Club Membership Card is required in addition to the Key to the World card to verify Membership.

Note that Members traveling from other Resorts must use Walt Disney World Transportation, as parking is unavailable to anyone not staying at Bay Lake Tower or Disney's Contemporary Resort. Upon arrival, Members must walk to the Bay Lake Tower main lobby entrance on the ground floor and check in at the Top of the World Lounge desk in the lobby.

This special Top of the World Lounge access is available on a first-come, first-served basis until the lounge reaches capacity. As the lounge is particularly popular during the Magic Kingdom fireworks, arriving as early as possible will give Members the best chance of gaining admission.

That isn't staying on their reservation though. If you were staying in their villa with them (maybe a two bedroom villa), you would be included. They might turn you away, so be prepared.

We went twice last month and I was really surprised how they scrutinized to make sure everyone was eligible. (Not just us, we waited for another group to get looked up before the CM took us all to the elevator on both occasions.) I liked the process.
It was not crowded at all.

Also note that you are not allowed to park at the resort to visit the Top of the World lounge. You'll need to use Disney transportation to get there.

And access is strictly limited to only those staying at Bay Lake Tower on July 3 and 4, and December 30 and 31.

Better to plan for the worse and hope for the best. As you have read there are rules about who can use the venue but like most things, it's up to the CM checking ID's and how busy the venue is.

Depending on what size villa they have, and the occupancy thereof, they might be able to just add you to their room and then you would be part of their reservation and have no issues.

I honestly doubt they would turn away a legitimate DVC owner with a couple of guests anyway -- especially if your ressie is linked to theirs. (Just guessing, never tried it.)

If you showed up with a party of 15, different story probably.
 
I plan to take my mother up to TOTWL in October so she can see it. We are staying at Pop Century and she is not a member, but I am. As I understand the policy, this will not be a problem correct? I am a member and she is listed on my reservation at a Walt Disney World owned and operated resort.
 
Just back, was staying at BLT and my PIN number was giving me trouble, I had to pull out my DVC membership card and show my room confirmation on MDE screen to get my ticket to the "elevator". (stupid new Disney Visa with the chip in it and I forgot to update it on MDE so it was showing my credit card expired so pin was invalid). As others have said snacks are not free, and prepare for the worse while hoping for the best.

Yes if you read my post earlier it is copied from DVC website-it specifically says guests who are staying on your reservation are able to join you at TOTWL-the uncertainty for the OP is that they are not on the DVC member's reservation but their own at another disney resort
