I think Target is well aware of it. There was a period of time when it didn't work online and the problem was corrected so that the "loophole" was reinserted in the checkout process.

At that time, it seemed Target was trying to close the loophole but went too far and had to revert to the way it was before.

It's obvious that some folks at Target know about it, but not enough to make fixing it a priority. Shouting gets more attention than whispering. There's no good reason to shout about it; that's what happens when you complain and try to escalate the "issue;" you draw more attention to it.
