Resort with the most non pool things for young kids...

We are hoping to go in January with a 6, 2, and 1 year old. We plan to spend plenty of time on resort but are realistic that it may be too chilly to swim much...hopefully it will be nice, but our kids are picky about being cold!
Anyway, which resort of any type has the most nonstructured things for young kids to do?
 
Port Orleans Riverside has a nice little playground, a place for kids to fish, surrey bikes that can be rented, and lots of beautiful walking areas along the river. Plus, it's just a boat ride from Downtown Disney. They also have movies on the lawn (may be seasonal though) most nights, camp fires, and a little family-oriented bar with a pianist. Just a fun resort!
 
We had a very cold trip to Wilderness Lodge and found lots to do. Likewise, Fort Wilderness has many choices. We walked/rode bikes or took the boat between the 2. They did have bikes with a baby seat on the back, though we did not try those!

Hi Disney likes you to visit all their resorts so if you stay on a Disney property you can take their bus, water,monorail etc transportation and walk around eat and sight see all their resorts they just frown on the pool hopping thing now but there is so much you can do for free and if you want to see fireworks (epcot at the Boardwalk area) magic kingdom ant the grand Floridian r any that r attached to the monorail penny machines r nice to hunt down and all Disney resorts offer movies under the stars and a camp fire weather permitting
 
We loved POR, lots of things to do other than swimming, but I also want to do Fort Wilderness so it would be a toss up between the two for me personally.
 


Fort wilderness is awesome! We go for 4 days at a time and never leave the resort. My kids are 7 and 2. Fishing, playgrounds, horses, pony rides, bike riding.... It is awesome!
 
CSR has a great playground, volleyball, hammocks, campfire activities, movie nights, a jogging trail, and an arcade. I can't remember if they still do paddleboating (I feel like they used to).
