Courtesy wheelchairs at rides where you can't take scooter on?

I am going to the World in June and traveling with my mother who has recently had back surgery. She has used a scooter for years and will again have to use one on this upcoming trip. This trip it will be difficult for her to get in and out of boats on rides like It's a Small World. I know you have to transfer to a wheelchair for Buzz Lightyear so she would be able to use the wheelchair car for that ride, but would she also be able to transfer to a wheelchair so that she can take the chair on rides like Small World, Jungle Cruise and the Mexico ride?
 
Yes.
She would be able to take the scooter into the line to the boarding area for Small World, but she should explain she can't climb into the boat and wants to use an attraction wheelchair to use the wheelchair boat.
The others you mentioned do not have ECV accessible lines, although the line is wheelchair accessible. At those, she would let the CM at the entrance know that she will not be able to walk in line and that she needs to stay in the wheelchair for the ride so she will need the wheelchair ride vehicle.

She can do the same at any attraction that is not ECV accessible. The guidemaps gave an icon to tell which require a transfer - the icon shows a person getting out of the wheelchair

you take the key with you.
The CMs know how to put the scooters in freewheel so they can be pushed. Without the key, it's pretty useless.
(One hint - If you try to use it and are either getting strange warning lights or it won't move, check if it's in freewheel. CMs put them back into gear so they won't roll, but sometimes may not get it totally engaged).

Many people add some sort or decoration to theirs so it is easier to find among similar ones. The rental companies also often have something like a laminated tag with the family name of the person renting it attached.

Does that mean each attraction has it's own wheelchair or wheelchairs for the guest needing assistance to ride in??
Do they stay in their ECV through the line till they get to the front and then get the wheelchair, or do they get the wheelchair when they start at the end of the line?

Yes. Typically, each ride (for example, POTC, or Pirates Of The Caribbean) will have Disney-provided wheelchairs available, if transfer is required.

Having said that, on our last trip (Feb 2015) we did encounter 2 rides that had no chairs available at the time we were wanting to get in line, so we went on. That doesn't mean there weren't any chairs for that ride at all - just that they may have all been in use at that point.

The attractions where you need to transfer for the line will have an icon that shows a stick figure getting out of the ECV and into a wheelchair. Those icons will be on the park maps, on the Disney website and on the signs at the entrance to the queue.

As mamabunny mentioned, they may be temporarily out of wheelchairs if other guests are already using them. If that happens, your choice will be to walk in the line or to wait until a wheelchair is available.
