Is the time of year you go to disney a factor with how many points you spend?

My friends parents are DVC members and (and me and my friend) were thinking about asking her parents if we could go on another trip to Disney World together, but we were wondering if the time of year you go and what type of room you get are influences "how many dvc points you spend" on a trip. We want to go to Disney sometime in March-May 2016 (when the flower festival is going on) but were afraid that time of year would be more expensive point wise) We also wanted to maybe stay in bay lake tower and we were also wondering does it cost extra points to visit another resort if your "home resort" for example is boardwalk?
When Her family goes they normally stays in a 2 bedroom villa at the boardwalk, but we were thinking about trying to get a 1 bedroom villa at bay lake tour if it does cost anymore extra to stay there instead of the boardwalk. (and there isn't a switching/visiting hotel fee) for staying at bay lake tower one time with dvc
 
Yes, time of year, which resort and size of room all influence the number of points required. There is no fee for staying at a resort that is not your "home" resort but a non-home resort cannot be booked until 7 months from check-in while a home resort can be booked 11 months ahead. For F&G, the "cheapest" time to go would be May 1 and on. During that time, the "cheapest" 2 bedroom at BW is about the same as the Lake view 1 bedroom at BLT - that's most likely what will be available.
 
Each DVC season has different points requirements, each resort has different point requirements, each room size and category has different point requirements.

If you have gone through the link above for the DVC point charts, you should now know that points needed for any resort vary according to season (DVC has five), resort, room size, and day of the week (Fri and Sat are more than other nights). Also, points needed for some (BLT asnd BWV included) vary according to view. They do not, however, vary according to whether you are or are not an owner of the particular resort. BLT, for example, generally just costs more points per night than BWV and that applies to both owners and non-owners of BLT. Moreover, there are no transfer fees for a member to book at a DVC resort at which the member does not own.

The times you mention for Flower and Garden could be in any of three different seasons: (a) the two Easter weeks are in the highest "premier" season every year (when looking at the point charts understand that Easter moves every year and thus the two highest point weeks also move every year). The rest of April and March is in the second highest cost "magic" season and all of May is in "dream" season, the third highest point season. The seasons do have an impact on availability, particularly at 7 months out when trying to get a resort you do not own. Despite that March and April have all the spring break weeks and Easter, those are actually some of the easiest times to get rooms at 7 months out. May is a little more difficult but still fairly moderate. If you want BLT, you will be able to get lake view at any time March through May, and for many of the times in that period theme park view. BLT standard view, because of its low points, is very often gone at 7 months out much of the year although you could have some minor chance the first two weeks of March or last week of April, but don't count on it when making plans. Now if you wanted to go between late Sep and marathon wekend in Jan, during which you have Food & Wine and Halloween Party followed by Christmas decorations and Christmas party, and you also have most of the time in the lowest and second lowest seasons for point cost, your chances for BLT or any near park resort would be much slimmer at 7 months out because that is DVC's high demand season.
