When we sailed on RCCL out of Bayonne, NJ we had no choice but to prepay. I thought perhaps maybe some people return from their cruise completely broke and don't have the $ to pay then. Regardless, unlike airport parking, they know when you drop your car off that it will be there for x number of days so it makes sense to collect $ up front.
