Certainly not low carb but Via Napoli is my favorite. If the carbs are a consideration Teppan Edo may be a good choice? Pretty standard Japanese steakhouse but if you skip the noodles and rice there is still a lot of food.
Teppan Edo is perfect - great service, consistantly good quality food and easily low carb. They give you lots of grilled veggies and meats. I'm sure you could just ask for extra veggies instead of the noodles/rice.

My top picks would be: Via, Chefs/France, Teppan Edo. In that order. Via isnt exactly low carb but its delish! Without the noodles and rice at teppan, im not sure it would be nearly enough food for your hubby to be honest. Chefs/France might be your best choice. You can order the 1/2 chicken with a salad, its a good portion for sure!
For low carb eating I would suggest Biergarten. Lots of meats and such on the menu. It is a buffet and it is communal seating, usually 8 to a table. But it is a fun atmosphere.
Another vote for Japan. I know they have a good selection of sashimi at Tokyo Dining and I think you can get it Teppan Edo someone correct me if I am wrong.
I know I'm probably in the minority, but my absolute favorite TS at EPCOT is Coral Reef. We've been twice now and on our trip in March it was our very best TS experience of the trip besides BOG dinner.
My family is a fan of Garden Grill in the Land Pavillion. Laid back character meal and your husband can easily keep to his low carb diet!!! It's pretty darn good food too.....
