But, I just don't understand the statement on the shirt.

Is it a reference to (or parody of) some other famous saying?
I just can't figure why it's stated in that particular way.

What is the significance of saying the phrase

and not something like,

"I don't get whipped up about anything...
Except for a DOLE Whip!"

Actually, I think "Keep calm and carry on" was the genesis of all those types of phrases. It was a propaganda phrased used by the British government during WWII when the war was going badly.

There isn't a connection, it's just a popular meme that has spread over the last few months. Here in the UK there are countless variations on shirts, bags, posters etc everywhere you look, you just change the wording to "keep calm and ....." and fill in the rest for whatever you like
